Yes, generally it's both and as loudly as possible -
out in the wilds of Withershinshire (where i live) that's common practice,
it makes you feel less lonely, true -
but it's also a sort of proto internet that's been around for generations.
"Where are my cigarettes goddamn it!" yells into the phone.
wait - wait -
oh a sigh comes riding on that lonseome wind
a whisper from some far off travelling man -
"I - dooooon't..."
what?
"... fucking know!"
oh - right, thank you.
Hold on my mobile's ringing.
"You left them on the book case!"
"Right you are, thanks for that - uh..."
"Oh I live down the valley - I just heard you earlier..."
"Oh sure - right, I know, yeah, I recognise your voice too -
and I think your cat's actually on the roof of the vicarage."
"Oh thank GOD - I've been..."
"looking, I know. Well, all's well that ends well eh? Sorry my land-line's going -"

"What?"
"It's me! - you! - us! - chores, man!, washing up!"
You see if you yell, long enough, loud enough and often enough
you can actually be in two places at once.
Although it helps to be living in Withershinshire.
