Perhaps, you are right, and it's obvios visual quote. I don't exclude that Russian filmmakers saw these series before filming the Livanov ones. However, it may be a chance.

In any way, you found a funny curious thing.

(By the way, reviewer Charles Prepolec finds that Russian Mycroft Holmes (Boris Kluev) bears a resemblance to Basil Rathbone as Sherlock. Here is:
