Problem the first: We can't definitively say what intelligence is, or from what it arises. We come up with all sorts of functional definitions which we mostly seem to achieve by looking at what we do and then trying to describe it, but we can't really say what it is that leads us to these actions / processes in the first place.
So, lacking a good definition for what intelligence is, how will we know if we have achieved it? Is / was Deep Blue intelligent? Most people would tell you that it is not, as it had one skill set, and it achieved it by a brute-force algorithm. Nor, as Moxy Fruvous pointed out, could it have run out of the room in case of an earthquake.
I'm not being very eloquent here, but I guess I can sum up my stance as "Expert systems, yes; artificial intelligence... show me."
