Iron Curtain cold-war era legacy, yes :)

Chances to find any pop-culture artifacts from the other side even now with internets and fan-communities still near zero (but american "godless communism" and "Atomik War" more or less known in ru-net). On our side of border "strange" names was used mostly in child-fiction, funny and educational "light" sf-books for 10-12 years old kids (with some acting cosmonaut or scientist as consultant or co-author). Not bad books, but for now mostly forgotten.

Oh, and about detailed engine description and social planning speach over 12 pages in R.A. style - it can't be Heinlein, until they will be mixed with other 12 pages of dialogues without any names of acting characters (readers must guess who is speaking by used words and phrase composition) dedicated to sex, carrot-headed teens and little kittens :)

From my very first job money I bought all Heinlein books in hardcover... his talent already made Things Not Meant To Know By Fragile Humans with my mind at that moment.
